GRFU has delegated authority to hold disciplinary hearings within the County. The work of the Disciplinary Panel is governed by RFU Regulation 19. The full RFU Regulations can be accessed here and/or follow the title links:

RED CARD / Match Official Abuse (MOA)
- On receipt of a Red Card, Team Captain informs the Club Discipline Secretary.
- The Club Discipline Secretary notifies GRFU Discipline within 48 hours.
- The Referee sends the Red Card/MOA report to their society within 48 hours.
- The Referee Society forwards the report to GRFU Discipline.
- GRFU Discipline provides the club with access to a SharePoint folder containing the report, charge sheet, letter to club, and invoice.
- The player can accept or deny the charge. Except for serious foul play and MOA, an acceptance can be heard “on papers”. A denial requires a contested hearing.
- GRFU aims to arrange a hearing within two weeks, but clubs may request an expedited hearing.
- The club provides any statements, mitigation, and the player’s next 6 fixtures for inclusion in the SharePoint folder.
- Clubs must make the administration fee payment within 21 days, payable by BACS. Late payment may lead to further sanction.
- The Discipline Secretary informs the club, panel, and referees’ society representative of the hearing date and venue (in person) or sets up a virtual hearing, sending the link to all parties.
- On completion of the hearing a Judgement Form will be added to the SharePoint folder within a target of 72 hours.
